As usual with humor, this is funny because it contains a lot of truth. Republicans don't mind spending tons of money to lock up criminals (even the non-violent ones who hurt only themselves, like drug users) and care for them, but they don't want to spend a nickel to help the elderly (or children, the unemployed, the poor, etc.).
