Except for the diamonds that are clawed out of the ground by independent criminals who kill each other over digging grounds and who are killed on sight by government troops and the diamonds confiscated by said troops. Hmmm. Maybe the slave labor is...

Those criminals don't do any digging. All sides use the same slave labor. They just fight over who will control that slave labor and get the diamonds.
