The chart above shows the approval ratings of Congress (averaged yearly) according to the Gallup Poll -- and it's not a pretty sight. Congressional approval rose slightly in December to a lofty 12%, but that wasn't enough to keep the congressional approval rating from setting a new record for a yearly average. The average for 2013 was 14% approval -- one point below last year's average of 15% (which was also a record low).
The American public is not happy with anyone in Washington right now, and much has been made of the president's ratings (which have dropped recently). But the president's rating looks positively astronomical up beside the congressional rating.
