No, it's not. It just makes sense that a union election should only be participated in by the company's workers, and it's not beyond the realm of possibility that the company would sneak in ringers. They have done all kinds of dirty tricks to hurt unions in the past.
As for voter fraud in political elections, that is mostly a figment of the GOP's imagination, and strangely, the very few cases that have been uncovered involved Republicans (and could not have been prevented by ID's). You have a far better chance of being hit by lightening than of discovering any voter fraud at your precinct -- especially fraud that could be exposed by checking ID's.
