Considering 3rd world countries are most run by dictators who rob their people blind,keep them in poverty, and support religions that also support the dictator (they always have) as the poverty helps keep the people under their thumb. And by caring more for their poor just means the two forms of dictatorships continue bleeding more from the people and around it goes again. Capitalism, socialism,kingships, communism, etc are not bad in themselves, they are bad when very bad people do their thing to shit on so many. SO an ahole cares more for his dog then for strangers he never met, and he cares little for the ones he does know so why would he care about someone he does not know?
