The tax cuts of Bush days were across the board. Most people are not in the highest 1% category by definition so don't pay the majority of taxes in the first place, which the upper 5% do. Thus the tax cuts where HIGHEST among those already paying the highest amount. This is not to say that no one else got a cut. They certainly did. In fact, as of this writing (and this trend is going to continue by all estimates and projections) about 47% of us don't even pay Federal taxes at all, so they have the benefit of many goodies but little monetary liability beyond state and local tax issues.
I'm sure every one in that 47% would love to make enough money to pay taxes. We should be ashamed as a country to have that many people not making a liveable wage.
