I would be interested to know where the information came from in your top poster. I have just checked the RNLA site:

and they do not conduct investigations, all they do is report on investigations conducted by various authorities - and there are a whole lot of them. I quickly skimmed own to Nov last year and guess what? There were absolutely no investigations of voter fraud in Illinois or Chicago. Who'd a thunk it?!
