In Catholic theology, these are called "sins of omission", which are not as evil on their sliding scale of evil as sins of commission, but still count as sins that'll send you straight to the fires of Hell unless you do x, y, and z. How the Church hierarchy justifies their sins of omissions regarding addressing pedophilia among their ranks given that their own theology says that they are sinning, I don't know, but (shrug).
