Your country might pay a livable minimum wage, but the United States does not. And any wage that will not provide a minimum decent level of shelter, transportation, clothing, and food is a "starvation" wage. You may have salt and pepper with that hat.
It is my understanding that a livable wage does not include getting food stamps and housing subsidies in addition to one's paycheck (sans taxes) in order to eat and live so one can continue working for minimum wage which does not pay for food and housing, which isn't a livable wage. Just go ask a Walmart worker. Walmart workers are the biggest users of food stamps in Mississippi. My husband is 83 and has been a greeter at Walmart for three years and knows many associates that collect food stamps in his store.
