I don't think that much of drug treatment in this country where it is still mostly under the thumb of 12 step ideology. (This is changing, however.) But for almost 20 years, I've been arguing that job training would be highly successful. Most drug addition is the result of hopelessness and boredom. But in this country, you would think doing drugs is worse than murder. It's amazing.
