Coal mining is a dangerous business. How much more expensive would our coal addiction be if the companies mining it didn't have all these safety violations and actually cared about their workers?
I think the fines for safety violations aren't expensive/serious enough, the mining companies are choosing to pay the fines / compensation to workers families instead.
